The Shaykh : Yes, if the time of prayer enters for a traveler and he has no water, there is no blame on him for performing tayammum (dry ablution with clean earth). But the scholars say: if he expects to find water before the end of the time, it is better to delay it; it is better to delay it.

The questioner : And is it obligatory to carry water, O Shaykh?

The Shaykh : Some scholars said: it is obligatory to carry water if it does not harm him. And now, in reality, carrying water does not harm him, because he can take it in a gallon or two gallons, even in a small car.
