Q: I am a resident of the desert and I have livestock, sheep and camels, and we water them using the vehicles we own. We have various types of vehicles, the largest of which are those that carry water tanks, and some are like Jeeps, Shafers, and similar vehicles. Some of us have not performed wudu' or ghusl. What is the ruling in this case? If there are three of us and two perform wudu' while the third does not, does the third complete the congregation or not? What is the amount of water that does not permit tayammum while it is present? Please inform us, may Allah reward you with good, and may Allah preserve you?
A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions.. After that: The Committee has issued a ruling that it is obligatory to perform wudu' with water if it is found; based on the saying of Allah the Exalted:[Al-Ma'idah 5:6]
The original state of ritual purity is water. If water is not available, or if it is found but is so little that it is insufficient for anything other than his food and his livestock, he performs dry ablution with clean earth for prayer, as a mercy from Allah to His servants and to make things easy for them. However, if water tanks are available near the worshippers, or vehicles for transporting water are available, or if he is able to bring water before the time for prayer expires, then dry ablution is not valid, and it is obligatory for him to repeat the prayer if he prayed with dry ablution. As for the congregation, two people are sufficient for it; based on the saying of the Prophet (peace and blessings be upon him) to Malik ibn al-Huwayrith and his companion:Sahih Muslim 674d It is agreed upon by al-Bukhari and Muslim, and the wording is from Muslim. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles. And if you are in a state of janabah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it
