Q: Allah the Exalted said:
(1) Ha, Meem. (2) By the clear Book, (3) Indeed, We sent it down during a blessed night. Indeed, We were to warn [mankind].حم (1) وَالْكِتَابِ الْمُبِينِ (2) إِنَّا أَنْـزَلْنَاهُ فِي لَيْلَةٍ مُبَارَكَةٍ إِنَّا كُنَّا مُنْذِرِينَ
[Ad-Dukhan 44:1-3]
. I read in [Tafsir al-Jalalayn] by Jalal al-Din al-Mahalli and Jalal al-Din al-Suyuti the interpretation of the saying of Allah the Exalted:
Indeed, We sent it down during a blessed nightإِنَّا أَنْـزَلْنَاهُ فِي لَيْلَةٍ مُبَارَكَةٍ
[Ad-Dukhan 44:3]
that it is the Night of Decree, or the middle night of Sha'ban, in which it descended from the Mother of the Book from the seventh heaven to the lowest heaven. I asked many shaykhs and they informed me that the Night of Decree is in Ramadan. I hope you will clarify the interpretation of this verse, may Allah preserve you.

A: Allah, Glorious and Exalted is He, swore by His Noble Book, which is the sign He granted to Muhammad (peace and blessings be upon him), to be a miracle and proof for him regarding his message, that He revealed to him
the Noble Qur'an in a blessed night abundant in good, which is the Night of Decree, as He the Exalted said:
(1) Indeed, We sent the Qur'an down during the Night of Decree. (2) And what can make you know what is the Night of Decree? (3) The Night of Decree is better than a thousand months.إِنَّا أَنْـزَلْنَاهُ فِي لَيْلَةِ الْقَدْرِ (1) وَمَا أَدْرَاكَ مَا لَيْلَةُ الْقَدْرِ (2) لَيْلَةُ الْقَدْرِ خَيْرٌ مِنْ أَلْفِ شَهْرٍ
[Al-Qadr 97:1-3]
to the end of the surah, and it is in the month of Ramadan; because He the Exalted said:
The month of Ramadhan [is that] in which was revealed the Qur'an, a guidance for the people and clear proofs of guidance and criterionشَهْرُ رَمَضَانَ الَّذِي أُنْـزِلَ فِيهِ الْقُرْآنُ هُدًى لِلنَّاسِ وَبَيِّنَاتٍ مِنَ الْهُدَى وَالْفُرْقَانِ
[Al-Baqarah 2:185]
. And whoever says that it is the middle night of Sha'ban has erred and missed the mark; because he contradicts the texts of the Qur'an and the established Prophetic hadiths that specified it, designated its month, and named it by its name. And whoever says that it is the middle night of Sha'ban has no evidence from the Book or the established Sunnah to rely upon in interpreting the blessed night as such. And the matter is not a rational one in which one may speak by opinion or rely on rational proofs, but rather it is a transmitted matter in which one relies on reports from the established Book and Sunnah. Then He, Exalted is He, explained His just custom and His comprehensive mercy toward His servants in His saying:
Indeed, We were to warn [mankind].إِنَّا كُنَّا مُنْذِرِينَ
[Ad-Dukhan 44:3]
, meaning: sending messengers who convey to people Allah's Shari'ah and His guidance for them, and warn them of the consequence of disobeying His commands and prohibitions; to establish His justice and remove the excuses of His creation, and as a mercy from Him to His servants, as He the Exalted said:
[We sent] messengers as bringers of good tidings and warners so that mankind will have no argument against Allah after the messengers. And ever is Allah Exalted in Might and Wise.رُسُلا مُبَشِّرِينَ وَمُنْذِرِينَ لِئَلا يَكُونَ لِلنَّاسِ عَلَى اللَّهِ حُجَّةٌ بَعْدَ الرُّسُلِ وَكَانَ اللَّهُ عَزِيزًا حَكِيمًا
[An-Nisa 4:165]
, and as He said:
That is because your Lord would not destroy the cities for wrongdoing while their people were unaware.ذَلِكَ أَنْ لَمْ يَكُنْ رَبُّكَ مُهْلِكَ الْقُرَى بِظُلْمٍ وَأَهْلُهَا غَافِلُونَ
[Al-An'am 6:131]

And He said:
Whoever is guided is only guided for [the benefit of] his soul. And whoever errs only errs against it. And no bearer of burdens will bear the burden of another. And never would We punish until We sent a messenger.مَنِ اهْتَدَى فَإِنَّمَا يَهْتَدِي لِنَفْسِهِ وَمَنْ ضَلَّ فَإِنَّمَا يَضِلُّ عَلَيْهَا وَلاَ تَزِرُ وَازِرَةٌ وِزْرَ أُخْرَى وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولا
[Al-Isra 17:15]
. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
