The first question of Fatwa No. ( 5169 ):
Q1: What is the ruling on one who memorized the Book of Allah by heart and then forgot it; is he punished or not?
A1: The Qur'an is the speech of Allah the Exalted, and it is the best of speech and the gathering place
of rulings. Reciting it is an act of worship that softens hearts and humbles souls, among other benefits that cannot be counted. For this reason, the Prophet (peace and blessings be upon him) commanded its regular review so that it would not be forgotten. He said (peace and blessings be upon him):Sahih Muslim 791 . Therefore, it is not fitting for one who has memorized it to neglect its recitation, nor to be lax in reviewing it. Rather, he should set for himself a daily portion from it to help him maintain his grasp of it and prevent its forgetting, hoping for reward and benefiting from its rulings in creed and practice. However, one who memorizes something of the Qur'an and then forgets it due to busyness or heedlessness is not sinful. The warnings regarding the forgetting of what has been memorized are not authentic from the Prophet (peace and blessings be upon him). And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
