Q2: What is the ruling on improving the voice in the Qur'an and the adhan?
A2: If improving the voice in them does not reach the level of singing
in them, then that is good. Ibn al-Qayyim (may Allah have mercy on him) said: The Prophet (peace and blessings be upon him) loved a beautiful voice in the adhan and the Qur'an and would listen to it. It is established from him (peace and blessings be upon him) that he said:Sahih Muslim 792c Agreed upon by al-Bukhari and Muslim. And because of his (peace and blessings be upon him) saying: Narrated by Ahmad and the compilers of the Sunan except al-Tirmidhi and Ibn Hibban and al-Hakim from al-Bara' , and al-Hakim added: : Mishkat al-Masabih 2208. Some scholars said: The meaning of "singing with the Qur'an" is: to beautify its recitation, to hum it, and to raise one's voice with it, as Abu Musa said to the Prophet (peace and blessings be upon him): "If I had known that you were listening to my recitation, I would have adorned it for you with adornment." As for performing them with melodies and singing, that is not permissible. Ibn Qudamah (may Allah have mercy on him) said in his book [Al-Mughni]: "(And Abu 'Abdullah disliked recitation with melodies and said: It is an innovation...") until he said:
"(And the statement of Ahmad is to be understood as referring to excess in this, such that he makes the vowel sounds into letters and elongates in places where it is not appropriate). End of quote. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

زينوا القرآن بأصواتكمfor the beautiful voice increases the beauty of the Qur’ān
