What is obligatory upon one who insults the religion?

The Shaykh : Between him and his Lord, he repents to Allah. Between him and His servant, he needs the stick.

The questioner : Okay, is it obligatory for him to perform ghusl and return?

The Shaykh : No, no. This is if he intended apostasy. That is a very serious matter. And I do not think that those who insult the religion actually intend to insult the religion. Therefore, each person is dealt with according to his intention. So if he insults the religion as a provocation against the religion, not out of foolishness.

The questioner : It is foolishness.

The Shaykh : I am telling you, if he insults the religion as a provocation against the religion and mocks the religion, then this is the one who apostatizes from his religion, and it is obligatory for him to perform ghusl. But if it is foolishness and bad upbringing, then as I told you, he repents between him and his Lord, and he needs a ruler to administer a certain number of lashes to him so that he does not do it again.
