Fatwa No. ( 5703 ):
Q: What is the ruling onthe one who abandons prayer, breaks the fast in Ramadan, and mocks the religion and the Sunnah, such as the beard and shortening the garment? Then I ask you to clarify what is obligatory for us to do toward the one who does that,whether he is a brother, a father, or a friend?
A: As for one who abandons prayer intentionally: if he denies its obligation, he is a disbeliever by the consensus of the scholars. If he abandons it out of laziness, he is a disbeliever according to the correct of the two opinions of the scholars; based on the saying of the Prophet (peace and blessings be upon him)
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.
العهد الذي بيننا وبينهم الصلاة، فمن تركها فقد كفرfrom Buraydah ibn al-Husayb , and his saying (peace and blessings be upon him):
Between man and polytheism and unbelief is the abandonment of salat.
بين الرجل وبين الشرك والكفر ترك الصلاة(65) And if you ask them, they will surely say, "We were only conversing and playing." Say, "Is it Allah and His verses and His Messenger that you were mocking?" (66) Make no excuse; you have disbelieved after your belief. If We pardon one faction of you - We will punish another faction because they were criminals.
قُلْ أَبِاللَّهِ وَآيَاتِهِ وَرَسُولِهِ كُنْتُمْ تَسْتَهْزِئُونَ (65) لاَ تَعْتَذِرُوا قَدْ كَفَرْتُمْ بَعْدَ إِيمَانِكُمْ
