The third question of Fatwa No. ( 7804 ):
Q3: What is the religious ruling on those who recite to people with the noble verses of Allah , and some of them attend and witness the jinn and pledge them not to harm the person for whom they are reciting?
A3: Ruqyah of a Muslim for his brother by reciting the Qur'an over him is prescribed, and
the Prophet (peace and blessings be upon him) permitted ruqyah as long as it does not involve shirk (associating partners with Allah). As for one who uses the jinn, witnesses them, and takes a pledge from them not to touch the person over whom the Qur'an was recited or to harm him in any way, that is not permissible. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
