The fifth question of the fatwa number ( 7503 ):
Q5: What must a Muslim know of the creed to be a true Muslim?
A5: Muslims differ in their intellectual capacity, their free time and vital occupations, and the ease or difficulty of the paths of learning. Therefore, what is obligatory for one Muslim is not obligatory for another. The minimum that is obligatory for every person of legal age is faith in Allah, His angels, His books, His messengers, the Last Day, and faith in the divine decree, its good and its evil, its sweet and its bitter, and understanding the meaning of that in general terms. It is also obligatory to pronounce the testimony that there is no god but Allah and that Muhammad is the Messenger of Allah, and to understand its meaning, even in general terms. It is obligatory to establish the prayer and to give zakah, in the case of the wealthy, to fast Ramadan, and to perform Hajj to the Sacred House for whoever is able to find the way to it. Then, one must know the ruling on the matters one is tested with, so that one may proceed with what is permissible among them and avoid what is not permissible, while being cautious of everything that Allah has forbidden to His servants. One should also increase in the recitation of the Noble Qur'an and read some of the Salafi books, such as [Sharh al-Tahawiyyah] by Ibn Abi al-'Izz , and [Zad al-Ma'ad] by Ibn
al-Qayyim and the like, so that one may increase in knowledge of that. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
