Your Eminence! You spoke, may Allah preserve you, about the qunut for calamities, so I hope you will be kind enough to clarify the following, as it has been difficult for me to understand.

The questioner : A questioner says, O honorableThe Shaykh : You spoke, may Allah preserve you, about the qunut for calamities. I hope you will be kind enough to clarify the following, as it has been difficult for me to understand, because the Prophet (peace and blessings be upon him) used to supplicate against Rā'il, Dhakwān, and 'Uṣayyā. I want clarification on the matter:
Is it said in the supplication: "O Allah, guide us among those You have guided"?
Is it prolonged in it, going beyond the subject, which is seeking help for those afflicted by the calamity?
Thirdly: Is it that one supplicates for the Muslims in general and against the disbelievers, and says: "Our Lord, give us good in this world," and sends blessings upon the Prophet (peace and blessings be upon him)?

The Shaykh : Yes. First: We must know that the qunut for calamities is the responsibility of whom? It is the responsibility of the one in authority, the ruler. So much so that the Hanbali jurists, may Allah have mercy on them, say: No one performs the qunut except the imam himself. Not the imam of the mosque, but only the imam of the state. So if it is the responsibility of the imam, then we do not have the right to perform the qunut without his permission. This is one point. And it is a very important issue. Second: Is the qunut specific to the Fajr prayer, or is it in all obligatory prayers?
The answer is that it is in all obligatory prayers, as this is established from the Prophet (peace and blessings be upon him and his family). But if the one in authority says: "Perform the qunut in the Fajr prayer," the meaning is that we do not perform it in any other prayer. Thirdly: Is the qunut the supplication of the known witr qunut:
Allahumma ihdini fiman hadayta اللهم اهدني فيمن هديت
Sunan an-Nasa'i 1745Sahih (Darussalam)
? No. It is not so. The qunut is supplicated with only what is specific to it.
