The questioner : He says: O honorable Shaykh! What is the ruling on one who enters the state of ihram for 'Umrah and Hajj on the Day of 'Arafah? Is he a person performing tamattu' or qiran? And if he performed the circumambulation and descended to the sa'y area while it was on the roof, and when shortening his hair he took a few hairs from the sides of his head, does he owe anything?

The Shaykh : This is confused. In any case, he is asking: Is it permissible to enter the state of ihram for qiran on the Day of 'Arafah? The answer is: Yes, because if he enters the state of ihram for qiran, the 'Umrah is included with the Hajj, and the acts become those of Hajj. Just as it is permissible to enter the state of ihram for Hajj alone on the Day of 'Arafah, so it is permissible to enter the state of ihram for qiran, and there is no problem with this.
But if a person arrives in Makkah on the eighth day, should he perform tamattu' or not? What I see is that he should not perform tamattu', because Allah the Exalted said:
whoever performs 'umrah [during the Hajj months] followed by Hajj فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ
[Al-Baqarah 2:196]
. This indicates that there must be a distance between the 'Umrah and the Hajj in which he can perform tamattu'. And you are now commanded to go out to Mina, so all that remains for you are two options: either qiran or ifrad.
