The Shaykh : If it remains and the lunar year completes over it, then there is zakah on it when its year is completed. In this case, it may be difficult for a person to distinguish between the money whose year has completed and that whose year has not. So we tell him that the best is to pay the zakah at a specific time, such as the month of Ramadan.

The questioner : Yes.

The Shaykh : You count all the money you have in that month and pay its zakah. Whatever has completed its year, you have paid its zakah at the proper time. Whatever has not completed its year, you have paid its zakah early. Paying zakah early is permissible, especially in this case, because the need calls for it, because it is difficult for a person to know when each dirham, riyal, or lira came to him from this salary, and whether it remained or was lost.
