If the one performing ghusl performed wudu with the intention that it is for the ghusl, then he is not required to repeat the water on the limbs he washed. Likewise, if he performed ghusl and washed his entire body, such as by immersing himself in a pool, that suffices for him regarding wudu, but he must rinse his mouth and inhale water into his nose.

The questioner: What is the evidence for this last manner?The Shaykh: The evidence for the last manner is the saying of Allah the Exalted, after He mentioned wudu':
And if you are in a state of janabah, then purify yourselvesوَإِنْ كُنْتُمْ جُنُباً فَاطَّهَّرُوا
[Al-Ma'idah: 6] and He did not mention anything else; because the Prophet (peace and blessings be upon him) said to the man who was given water to perform ghusl with, saying: (Take this and pour it over yourself) and the hadith is long in al-Bukhari from 'Imran ibn Husayn (may Allah be pleased with him) regarding the story of the Muslims' shortage of water, and the Prophet (peace and blessings be upon him) prayed with his companions and saw a man standing apart who had not prayed with the people, so he said: (What prevented you?He said: I was in a state of major ritual impurity and there was no water,He said: Use the clean earth, for it is sufficient for you. Then water was brought and the people performed wudu',And a remainder was left from it, so he gave it to this man and said: Take this and pour it over yourself) and he did not specify wudu' for him.
