Allah, Mighty and Majestic, says regarding Hajj:
so whoever has made Hajj obligatory upon himself therein [by entering the state of ihram], there is [to be for him] no sexual relations and no disobedience and no disputing during Hajjفَمَنْ فَرَضَ فِيهِنَّ الْحَجَّ فَلا رَفَثَ وَلا فُسُوقَ وَلا جِدَالَ فِي الْحَجِّ
[Al-Baqarah: 197] Arguing is of three types. The first is arguing to establish the truth, and this is obligatory, even if a person is performing Hajj. As long as he intends to establish the truth, it is obligatory for him to argue, but in the best manner, as Allah, Blessed and Exalted is He, said:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[An-Nahl: 125] He does not say: "This is arguing, and Allah says:
no disputing during Hajjوَلا جِدَالَ فِي الْحَجِّ
[Al-Baqarah: 197] We say: This is an obligatory argument that is necessary, and it is in reality a defense of the truth or an establishment of it.

And the second: Arguing about matters that are neither true nor false,For example, he says: such as saying that a certain thing on the mountain is a person,And this one says: a tent,And this one says: a stone, or something similar, and they argue about it. This is also prohibited because it stirs up the soul and diverts it from what it is engaged in, which is focusing on the rites.

And the third: It is an invalid argument, meaning: he argues while knowing that the truth is contrary to what he says, but he wants to win for himself and for his word to be the upper hand. This is sinful. He is sinful on the side that he argued while in the state of Ihram for Hajj, and on the side that he intended to make falsehood true and truth false.

And in this case: It would be good if the caravan appointed an emir who determines the benefits for them so that no dispute occurs;Because sometimes it is an argument: one says: We want to stay,And the second one says: we walk,This person says: we serve lunch, and this one says: We delay it, and an argument ensues. If there is an emir, that is good. The Prophet (peace and blessings be upon him) commanded travelers, if they are three, to appoint one of them as their leader.

And appointing this one person does not mean: That he is an emir without authority, but rather he is an emir with authority and a word that must be accepted; because when he becomes an emir, he becomes one of the authorities. And Allah commanded obedience to the authority as long as he does not command disobedience.
