Exegesis of the saying of Allah the Exalted: (He to whom belongs the dominion of the heavens and the earth)]
Then Allah the Exalted said: [al-Buruj:9] To Him alone belongs the dominion of the heavens and the earth; no one possesses it but He (Mighty and Majestic). He possesses the heavens and what is in them, the earths and what is in them, and what is between them and what is within them. Everything belongs to Allah, and no one shares with Him in His dominion. And what is attributed to us of ownership, it is said for example: This house belongs to so-and-so, this car belongs to so-and-so. So his ownership is limited and not true ownership; because if a person wanted to demolish his house without a reason, would he be able to do so? No.
This is forbidden for him; because the Prophet (peace and blessings be upon him) prohibited the squandering of wealth. If you wanted to burn your car without a reason, would you be able to do so? You are not able to do it. Even if you did so, the judge would restrict you, because he prevents you from disposing of your wealth, even though Allah has already prevented you. So our ownership is limited, and complete ownership belongs to Allah.
His statement: [al-Buruj:9] The Exalted is aware of everything, including what these disbelievers do to the believers by burning them with fire. He will reward them for this on the Day of Resurrection. But along with their doing this heinous act, repentance was offered to them,So he said: [al-Buruj:10] Some of the Salaf said: Look at the mercy of Allah (Mighty and Majestic), they burn His close friends and then He offers them repentance, saying: [Al-Buruj 85:10] And if they repent, what then? They owe nothing. So reflect, my dear brother! The mercy of Allah (Mighty and Majestic); where these disbelievers burn His close friends, and burning is the most severe form of torture.
Then he says: [al-Buruj:10] The scholars said: "They tortured" means "they burned," as Allah the Exalted said: [al-Dhariyat:13-14] So these people burned the believers and burned the believing women. They would bring a man and a woman and burn them with fire,He (Mighty and Majestic) says: (Then they did not repent) meaning: they did not return to Allah [al-Buruj:10] because they burned the close friends of Allah, so their reward was like their deed, a fitting recompense.
In these verses are lessons: That Allah (Glorified and Exalted is He) may allow His enemies to prevail over His close friends. So do not be surprised if Allah (Mighty and Majestic) allows the disbelievers to prevail over the believers, killing them, burning them, and violating their honor. Do not be surprised, for Allah the Exalted has a wisdom in this.
The afflicted among the believers have a great reward with Allah, and these transgressing disbelievers, Allah (Glorified and Exalted is He) has given them respite, and He is luring them on in a way they do not know. The remaining Muslims have a lesson and a warning in what happened to their brothers. So what about us now, hearing what is happening in Bosnia and Herzegovina of great violations, violation of honor, destruction of wealth, and starving the young and the old,We hear things that make us cry, so we say: Glory be to Allah! What is this allowing that Allah has allowed over these believers,We say: My brother! Do not be surprised, for Allah (Glorified and Exalted is He) has given us examples of those who came before us. They burned the believers with fire. So these who have been allowed to prevail over our brothers in Bosnia and Herzegovina and other lands of the Muslims, do not be surprised. This is an elevation of ranks for the afflicted and an expiation of sins, and it is a lesson for the rest. We must take a lesson from this. It is also a temptation for these disbelievers so that they may prevail, and then Allah (Mighty and Majestic) will take them with a mighty and powerful taking.
And also in these verses are lessons: That these disbelievers have not taken the Muslims to task for any sin except one, which is that they believe in Allah, the Mighty, the Praiseworthy. And this is not a sin, but this is the truth. And whoever denies it is the one who is denied. We ask Allah (Glorified and Exalted is He) to support the Muslims everywhere, and to protect us from the evil of our enemies, and to make their plot return to their own throats. Indeed, He is capable of all things.
Then Allah the Exalted said:
to whom belongs the dominion of the heavens and the earth
الَّذِي لَهُ مُلْكُ السَّمَاوَاتِ وَالْأَرْضِThis is forbidden for him; because the Prophet (peace and blessings be upon him) prohibited the squandering of wealth. So our ownership is limited, and complete ownership belongs to Allah.
His statement:
And Allah is a witness to all things
وَاللَّهُ عَلَى كُلِّ شَيْءٍ شَهِيدٌIndeed, those who have tortured the believing men and believing women and then have not repented will have the punishment of Hell, and they will have the punishment of the Burning Fire.

يَوْمَ هُمْ عَلَى النَّارِ يُفْتَنُونَ * ذُوقُوا فِتْنَتَكُمْ هَذَا الَّذِي كُنْتُمْ بِهِ تَسْتَعْجِلُونَwill have the punishment of Hell, and they will have the punishment of the Burning Fire.
