The ruling on one who performed 'Umrah and his tawaf was incomplete

His Eminence the Shaykh: A man and a woman performed 'Umrah and did six circuits of tawaf. In the seventh circuit, they entered the area between the Ka'bah and the Black Stone, then returned to their country. They committed many of the prohibitions of ihram, including intercourse and others. What is the ruling in this case, and what is the ruling if they had not committed any prohibition?
The tawaf in which a person enters between the Black Stone and the Ka'bah is an incomplete tawaf; because it is obligatory that the tawaf be of the entire Ka'bah together with the Black Stone;because of the saying of Allah the Exalted:
perform Tawaf around the ancient House."وَلْيَطَّوَّفُوا بِالْبَيْتِ الْعَتِيقِ
[Al-Hajj: 29] And if it is an incomplete tawaf, it is not in accordance with the command of Allah and His Messenger,And the Prophet (peace and blessings be upon him) said: (Whoever does an action that is not in accordance with our command, it is rejected) meaning: it is rejected from him.
And with this it becomes clear that the tawaf of these two people—the man and his wife—is not a valid tawaf, and I advise you to inform them: It is obligatory for them now, immediately, to put on the clothes of ihram and go to Makkah to perform tawaf with the intention of 'Umrah, and to perform sa'y, and to shorten the hair or shave, the man shaves and the woman shortens, and thereby they exit their ihram. This is what is obligatory for them now.
As for the prohibited act they committed, which arose from their ignorance, there is no sin on them and no expiation;By the saying of Allah (Blessed and Exalted is He):
Our Lord, do not impose blame upon us if we have forgotten or erred.رَبَّنَا لا تُؤَاخِذْنَا إِنْ نَسِينَا أَوْ أَخْطَأْنَا
[Al-Baqarah: 286] .

The questioner: Did they know that the 'Umrah was invalid, and yet they committed many of the prohibitions after knowing that it was invalid?The Shaykh: This was also out of ignorance; because they thought that it had become invalid and that they had exited from it, just as if a prayer becomes invalid, a person exits from it. So this too arose from ignorance, but if they had known that it was invalid and that they were still in a state of ihram, they would not have done any of the prohibitions.

The questioner: Your Eminence, Shaykh: Will the next 'Umrah be with the intention of making up for the first one?The Shaykh: It is a completion of the first one, not a make-up; because they are still in a state of ihram now. It is not permissible for them to use perfume or any of the prohibitions of ihram. Therefore, it is obligatory for you now to call them on the phone and inform them of this. This is obligatory for you, and obligatory for us,where the Messenger (peace and blessings be upon him) said: (If I forget, remind me) .
