The ruling on the adhan for one who missed the prayer

There is a question that was directed to one of the scholars regarding the ruling on the adhan for one who missed the prayer,He says: that it is obligatory; because it is established in the hadith of the one who messed up his prayer that the Prophet (peace and blessings be upon him) ordered him to perform the adhan and then the iqamah, and the command is for obligation and nothing diverted it, so what is the ruling on that?
We tell him: First: prove what you claimed, that the Messenger (peace and blessings be upon him) ordered the one who messed up his prayer to perform the adhan and the iqamah.
Second: If it is established that he ordered him to do so, then we say: perhaps the Messenger (peace and blessings be upon him) ordered him to do so because this man arrived in Madinah after the people had called the adhan and he did not hear the adhan, and he had been far away in the desert, for example,And we say: If a person arrived in Madinah and the adhan had already taken place while he was in the desert and he did not hear the adhan, and he was not in a town such that we could say the adhan of the people is sufficient for him, then we order him that when he comes and enters the mosque, he should perform the adhan, but a light adhan that only those with him can hear, so as not to cause disturbance.
And as for if he is in the town, then the adhan of the people is sufficient for him,And the evidence for this: The man who entered while the Prophet (peace and blessings be upon him) was with his companions and said: (Who will give charity to this man by praying with him?) did not perform the adhan and did not order him to perform the adhan.
And the conclusion is that we say: If a person comes and has missed the prayer, if he is in the town, then the adhan of the Muslims is sufficient for him; because the adhan is notification of the entry of the time of prayer, and that has already occurred, and if he is outside the town, like a traveler who arrived in the town and found that the people had already prayed, then here we say: it is prescribed that he perform the adhan, but the adhan should be to the extent that only those with him can hear it, so as not to disturb the people.
And as for the iqamah, it is a recommended practice (sunnah) even for one who missed the prayer and is in the town; because the iqamah is notification of the standing of the prayer, so everyone who intends to perform the obligatory prayer should perform the iqamah.
And with this the session ended with the arrival of the adhan, and we are now speaking about the adhan, and praise be to Allah, Lord of the worlds, and may Allah send prayers and blessings upon our Prophet Muhammad and upon his family and all his companions, and upon those who follow them with excellence until the Day of Judgment.
