There is no harm in building upon the first lap. If he performed one lap, then the crowd became difficult for him and he moved to the upper level, there is no blame on him, and he completes the sa'y based on the first lap; because the entire area is the place of sa'y, and there is not a long duration between his moving from the lower level to the upper level.
