Your Eminence! A man performed Hajj as a pilgrim performing Tamattu'. When he completed 'Umrah and removed his state of Ihram, he went outside Makkah to Jeddah and Ta'if.
What is the ruling?
There is no blame on a person who performs 'Umrah as a pilgrim performing Tamattu' to travel to another country between 'Umrah and Hajj, and he remains in the state of Tamattu', unless he returns to his home country and then returns from his home country in a state of Ihram for Hajj. In that case, he is not a pilgrim performing Tamattu', because the journey that was for 'Umrah was cut off by his return to his home country. Accordingly, he is a pilgrim performing Ifrad, not Tamattu'. For example, if a man is from Jeddah and performs 'Umrah in the months of Hajj with the intention that he will perform Hajj that year, then returns to Jeddah and enters the state of Ihram for Hajj on the eighth day of Dhul-Hijjah, then he is not a pilgrim performing Tamattu', because he returned to his home country and cut off his first journey.And Allah Mighty and Majestic says:
whoever performs 'umrah [during the Hajj months] followed by Hajjفَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ
[al-Baqarah:196] The apparent meaning of this is that it is in one journey; because if he cuts off the journey and starts a new journey for Hajj, he is not a pilgrim performing Tamattu' from 'Umrah to Hajj; rather, he is in a state of Ihram for Hajj directly. This is what is narrated from 'Umar ibn al-Khattab (may Allah be pleased with him), and I think it is also from his son Abdullah, and it is the requirement of reasoning and analogical reasoning.
