Exegesis of the saying of Allah the Exalted: (Those in the heavens and the earth ask Him; every day He is engaged in a matter)

Then He, the Exalted, said:
To Him belongs whoever is in the heavens and the earthيَسْأَلُهُ مَنْ فِي السَّمَاوَاتِ وَالْأَرْضِ
[Ar-Rahman: 29] (Those in the heavens and the earth ask Him) meaning: they ask Allah (those in the heavens and the earth). Those in the heavens are the angels, who ask Allah the Exalted, and part of their asking is that they seek forgiveness for those who believe,They say:
Our Lord, You have encompassed all things in mercy and knowledge, so forgive those who have repented and followed Your way and protect them from the punishment of Hellfire.رَبَّنَا وَسِعْتَ كُلَّ شَيْءٍ رَحْمَةً وَعِلْماً فَاغْفِرْ لِلَّذِينَ تَابُوا وَاتَّبَعُوا سَبِيلَكَ وَقِهِمْ عَذَابَ الْجَحِيمِ
[Ghafir: 7] and so on, and those in the earth from among the creatures ask Him,And the asking of the people of the earth of Allah the Exalted is of two categories: The first category: supplication with the tongue of speech, and this is only from the believers. The believer constantly asks his Lord for his needs, because he knows that none but Allah the Exalted can fulfill them, and the believer’s asking his Lord is worship, whether his objective is achieved or not,If you say: “O my Lord! Give me such and such,” this is worship,As came in the hadith: (Supplication is worship) And Allah the Exalted said, witnessing to this hadith:
And your Lord says, "Call upon Me; I will respond to you." Indeed, those who disdain My worship will enter Hell [rendered] contemptible.وَقَالَ رَبُّكُمُ ادْعُونِي أَسْتَجِبْ لَكُمْ إِنَّ الَّذِينَ يَسْتَكْبِرُونَ عَنْ عِبَادَتِي سَيَدْخُلُونَ جَهَنَّمَ دَاخِرِينَ
[Ghafir: 60] So He said: (Call upon Me) then He said: (Indeed, those who are arrogant and refuse My worship) and this is evidence that supplication is worship. This is supplication with the tongue of speech.

The second category: Supplication with the tongue of the state, which is that every created being is in need of Allah, looking to His mercy. For example, the disbelievers look at the rain descending from the sky, the growth of the earth, the health of animals, and all provisions, and they know that they cannot cause these things to happen in themselves. So they ask Allah with the tongue of the state, and when hardship touches them and they are compelled to ask Allah with the tongue of speech, they ask Allah with the tongue of speech,
And when waves come over them like canopies, they supplicate Allah, sincere to Him in religion.وَإِذَا غَشِيَهُمْ مَوْجٌ كَالظُّلَلِ دَعَوُا اللَّهَ مُخْلِصِينَ لَهُ الدِّينَ
[Luqman: 32] So:
Those in the heavens and the earth ask Himيَسْأَلُهُ مَنْ فِي السَّمَوَاتِ وَالأَرْضِ
[Ar-Rahman: 29] Who are those in the heavens? The angels, and we have given you an example of their asking. Who are those in the earth? Humans and jinn, and the asking -Meaning: the asking of the people of the earth -It is divided into two categories: is with the tongue of speech and the tongue of the state.
every day He is bringing about a matter.كُلَّ يَوْمٍ هُوَ فِي شَأْنٍ
[Ar-Rahman 55:29]
And who can count the days? No one but Allah the Exalted. And who can count the matters that occur in the days? No one but Allah the Exalted.
(Every day He is engaged in a matter) He enriches a poor person and impoverishes a rich person, He makes a healthy person sick and heals a sick person, He gives security to a fearful person and frightens a secure person, and so on. Every day Allah the Exalted does this. Are these changing matters done in vain, or with wisdom? With wisdom, without doubt,Allah the Exalted said:
Then did you think that We created you uselesslyأَفَحَسِبْتُمْ أَنَّمَا خَلَقْنَاكُمْ عَبَثاً
[Al-Mu’minun: 115] ,And Allah the Exalted said:
Does man think that he will be left neglected?أَيَحْسَبُ الْأِنْسَانُ أَنْ يُتْرَكَ سُدىً
[Al-Qiyamah: 36] So we believe that Allah does not decree a decree except for a wisdom, but we may know this wisdom or we may not know it,And for this he said: (Every day He is engaged in a matter) .

But know, O believer: That Allah the Exalted does not decree for you a decree except that it is good for you. If hardship befalls him, he is patient and waits for relief,And he said: The permanence of a state is impossible, so he waits for relief and it becomes good for him. And if prosperity befalls him, he is grateful and it becomes good. This is not for anyone except the believer.
So which of the favors of your Lord would you deny?فَبِأَيِّ آلاءِ رَبِّكُمَا تُكَذِّبَانِ
[Ar-Rahman: 30] We say in it what we said in the previous verses, that the meaning is: Which of the blessings of Allah do you deny?
We do not deny any of the signs of Allah or the blessings of Allah,Rather, we say: They are from Allah, so to Him is praise and to Him is gratitude.
Is one who attributes a blessing to other than Allah a denier?Answer: Yes, he is a denier,And even if he does not say: He is a denier,Allah the Exalted said:
And make [the thanks for] your provision that you deny [the Provider]?وَتَجْعَلُونَ رِزْقَكُمْ أَنَّكُمْ تُكَذِّبُونَ
[Al-Waqi’ah: 82] And this verse refers toTheir saying: “We were rained upon by such and such a star,” and the Prophet (peace and blessings be upon him) said, while narrating to his Companions after a rain had fallen,He said to them after the Fajr prayer: (Do you know what your Lord said?They said: Allah and His Messenger know best,He said: “A servant of Mine has become a believer in Me and a disbeliever,As for the one who said: ‘We were rained upon by the favor of Allah and His mercy,’ so that is a believer in Me and a disbeliever in the star,As for the one who said: ‘We were rained upon by such and such a star,’ so that is a disbeliever in Me and a believer in the star) .
