Yes.

It is sufficient, but here there are three conditions: 1- Either he intends only the Farewell Circumambulation.
2- Or only the Farewell Circumambulation.
3- Or one intends both of them together.
If he intends only the Farewell Circumambulation, it is not sufficient for the Farewell Circumambulation; because the Farewell Circumambulation is obligatory and the Farewell Circumambulation is a pillar. In fact, the Farewell Circumambulation is a recommended practice according to many scholars, and the Farewell Circumambulation is a pillar. If he intends the Farewell Circumambulation, it is sufficient for the Farewell Circumambulation; because it is higher than it, and because the purpose of the Farewell Circumambulation is that it be his last encounter with the House, and that has been achieved. So the Farewell Circumambulation is sufficient for the Farewell Circumambulation, just as the obligatory prayer in the mosque is sufficient for the greeting of the mosque.

The third state: If he intends both, is it permissible or not permissible?Answer: It is permissible. If he intends both, it is permissible, due to the generality of the saying of the Prophet (peace and blessings be upon him and his family): (Actions are only by intentions, and every person will have what he intended) ,But a problem remains: The sa'y, because the sa'y after the Farewell Circumambulation, what does he do with it?We say: We have two answers for that: The first answer: That he starts with the sa'y first and delays the circumambulation. This is one, and this is the weaker of the two answers.

The second: That we say: He circumambulates and performs the sa'y, and the separation by the sa'y does not harm him; because the sa'y is in reality attached to the circumambulation; and because Aisha (may Allah be pleased with her), when she came for the 'Umrah on the night of departure, she circumambulated, performed the sa'y, shortened her hair, and left. It was not reported from her that she circumambulated for the farewell after her sa'y. This indicates that the sa'y does not harm if it separates between the circumambulation and the departure and travel.

And I advise my Muslim brothers: That they strive to magnify the symbols of Allah, and to perform Hajj in the manner of the Hajj of the Prophet (peace and blessings be upon him) as much as possible, and that they avoid what Allah has forbidden for them in the state of ihram and outside the state of ihram,For the Prophet (peace and blessings be upon him) said: (Take from me your rituals) ,And Allah (Blessed and Exalted is He) said:
There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day and [who] remembers Allah often.لَقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ لِمَنْ كَانَ يَرْجُو اللَّهَ وَالْيَوْمَ الْآخِرَ وَذَكَرَ اللَّهَ كَثِيراً
[Al-Ahzab: 21] .
And I ask Allah for us and for you a Hajj that is accepted, a sin that is forgiven, and a sa'y that is rewarded.
