This is because the greeting prayer of the mosque has a specific cause, and any prayer that has a cause is permissible during the times when prayer is prohibited. So, if you enter the mosque, pray, even if they do not consider it so. Similarly, if a person who does not consider it so enters the mosque of a group who do consider it so, he should sit and not pray.
