The Shaykh : That is, he answered: There is no blame on a person if he intends 'Umrah or Hajj to abandon the intention as long as he has not entered the state of ihram, even if he resolved and traveled, he owes nothing. Because an act is not binding except by beginning it, as Allah the Exalted said:[Al-Baqarah 2:196]. And completion is only commanded of the one who has engaged in the matter, so he is commanded to complete it. As for before that, he is not commanded to complete it.
