The questioner : If a person is unable to complete the recitation of the Noble Qur'an in Ramadan while leading a group of worshippers, what is obligatory for him?

The Shaykh : There is no doubt that reciting the Qur'an in Ramadan is a recommended practice (sunnah). The Prophet (peace and blessings be upon him) used to have Jibril come to him in Ramadan to review the Qur'an with him. The scholars have mentioned that it is recommended (mustahabb) for the imam in the night prayer (qiyam al-layl) during tarawih to complete the recitation of the Qur'an with the worshippers behind him. However, this is not on the basis of obligation, but on the basis of recommendation if he is able to do so. If it is difficult for the worshippers to combine careful recitation (tartil) and reflection (tadabbur) with finishing the recitation, then reflection, careful recitation, and tranquility in bowing and prostration are better than paying attention to finishing the recitation. He owes nothing if he does not complete the recitation of the Qur'an with them.
