Exalt the name of your Lord, the Most High, سبح اسم ربك الأعلى
[Al-A'la 87:1]
in the first rak'ah, with Surat
Say: O you disbelievers! قل يا أيها الكافرون
in the second, and with
Say, "He is Allah, [who is] One, قل هو الله أحد
[Al-Ikhlas 112:1]
in the third. And completing the Qur'an, if you are able to do it, is good, but if you are not able to do it, it is not obligatory, nor is it a sunnah. The sunnah is to recite in the witr with these three surahs and not to omit them, meaning not to leave them out, except occasionally, so that the common people do not think that reciting them is obligatory.
