He is taken out to a place in the earth, a hole is dug for him, and he is left in it, so that people are not bothered by his smell, or his family by seeing him, because he has no sanctity.
Allah the Exalted said:[At-Tawbah 9:84].
So the operative cause for leaving off the prayer over them is disbelief.
Now, why do we not invoke mercy for him?
Because our invoking mercy for him falls under the category of transgression in supplication, and Allah the Exalted said:[Al-A'raf 7:55].
