A man suffering from hemiplegia due to a gunshot wound in the Afghan jihad who is unable to perform wudu for every prayer: is it permissible for him to combine prayers?

Machine translationRead the Arabic original
The questioner : Our Shaykh, one of the brothers who is afflicted; we ask Allah (Mighty and Majestic) to record reward for him.

The Shaykh : Amen.

The questioner : He was hit in the back by a bullet during the Afghan jihad and suffered complete hemiplegia.

The Shaykh: Allahu Akbar.

The questioner : He asked me two questions today. He said, “I combine, especially because my family, brothers, and mother are distressed, and he is unable to perform wudu for every prayer, so he combines every two prayers. This is the first question.”
The second question is that semen sometimes comes out of him without his knowledge. Of course, his organ does not become erect now, and he does not take pleasure in the release of semen at all. Consequently, he does not feel whether the semen has come out or not. But sometimes he sees semen on his clothes, so he asks what he should do: should he perform tayammum or wudu?

The Shaykh : Of course, the answer to the first question is that he may combine.

The questioner : He may combine.

The Shaykh : And the answer to the second question is that ghusl is not obligatory for him.

The questioner : Not at all.

The Shaykh : Yes.

The questioner : Nor does he perform tayammum.

The Shaykh : With his hands, whatever affected him.

The questioner : May Allah reward you with good.

The Shaykh : That is all.

The questioner : That is all, our Shaykh. May Allah give you well-being.

The Shaykh : May Allah keep you safe.
