The questioner : He says: “My esteemed Shaykh, I read this question in a newspaper: ‘Is there any harm if a woman combines the ghusl for janabah and the ghusl for purification from menstruation into a single bath?’ The answer given was that there is no harm, but it is disliked to have intercourse immediately after purification. Is this answer correct or not?”

The Shaykh : If a woman is in a state of janabah while she is menstruating, it is better for her to perform ghusl for the janabah, but it is not obligatory for her to perform ghusl because she will not be praying while she is menstruating, and ghusl is only obligatory for prayer. However, it is better for her to perform ghusl so that she is able to recite the Qur'an, because one who is in a state of janabah does not recite the Qur'an. Likewise, if a man is in a state of janabah, he does not recite the Qur'an. A menstruating woman may recite from the Qur'an whatever she needs to recite. Accordingly, it is recommended for her to perform ghusl for the janabah. If she delays this and makes her ghusl for the menstruation serve for both the menstruation and the janabah, there is no harm. However, it is not permissible for her husband to have intercourse with her until she performs ghusl for the menstruation, based on the saying of Allah, Blessed and Exalted is He:
And do not approach them until they are pure. And when they have purified themselves وَلَا تَقْرَبُوهُنَّ حَتَّى يَطْهُرْنَ فَإِذَا تَطَهَّرْنَ
[Al-Baqarah 2:222]
meaning, “purify yourselves.”
then come to them from where Allah has ordained for you فَأْتُوهُنَّ مِنْ حَيْثُ أَمَرَكُمُ اللَّهُ

The evidence that purification is ghusl is the saying of the Exalted:
And if you are in a state of janabah, then purify yourselves وإن كنتم جنبا فاطهروا
[Al-Ma'idah 5:6]
And he who said that the meaning is washing the private parts from the blood of menstruation has erred, because Allah said:
until they are pure. And when they have purified themselvesحتى يطهرن فإذا تطهرن
[Al-Baqarah 2:222]
meaning, “purify yourselves.” Yes.
