What is the ruling on the greeting of the mosque in al-Masjid al-Haram?

Machine translationRead the Arabic original
The questioner : The greeting of the one who enters the Sacred House of Allah.

The Shaykh : Al-Masjid al-Haram is like all other mosques; its greeting is two rak'ahs. However, this applies to those who are not arriving for pilgrimage. As for the one who arrives in Makkah for 'Umrah, he must perform tawaf and pray two rak'ahs behind the Maqam. He prays two rak'ahs behind the Maqam, performs sa'y between al-Safa and al-Marwah after tawaf, and then exits the state of ihram. So, anyone who enters the mosque is not obligated to perform tawaf; he is obligated to pray two rak'ahs. Do you understand? There is no difference between al-Masjid al-Haram in this regard and other mosques.

The questioner : So the reward for prayer in the Sacred House is one hundred thousand. Is this only in the Sacred House, or in all of Makkah?

The Shaykh : Only in the mosque.

The questioner : The one who prays outside the mosque is not considered to be inside.

The Shaykh : If the mosque is full of people, the one who prays outside the mosque is included in the mosque, just like any other mosque. But as for one who intentionally prays in another mosque, he does not get the reward of one hundred thousand prayers, except in al-Masjid al-Haram.
