The Shaykh : There is no specific time prescribed by the Shari'ah, but hastening to pray at the beginning of its time is better, except in two cases. The first case is the 'Isha' prayer, where it is better to delay it if it does not cause hardship for the congregation.
The second is the Zuhr prayer when the heat is intense.
As for the first, its evidence is the saying of the Prophet (peace and blessings be upon him) when he went out to his Companions and prayed with them after most of the night had passed, saying:
This is the proper time for it; were it not that I would impose a burden on my people إنه لوقتها لولا أن أشق على أمتي
Sahih Muslim 638c
And the Prophet (peace and blessings be upon him) would hasten the 'Isha' prayer if he saw them gathering, and delay it if he saw them slow to gather.
As for the second, which is the Zuhr prayer in the intense heat, the Prophet (peace and blessings be upon him and his family) said:
When it is very hot, then wait for it to cool down before you pray, for intense heat is from the flaring up of the Hell-fire. إذا اشتد الحر فأبردوا بالصلاة فإن شدة الحر من فيْح جهنم

And cooling off is only considered cooling off if you delay the Zuhr prayer until the shadows break and the air cools, and that is by praying it before the 'Asr prayer.
