And if My servant intends a bad deed but does not do it, do not record it as anything وإذا هم عبدي بسيئة فلم يعملها فلا تكتبوها شيئا
As for the first hadith, it does not contradict this hadith if we keep in mind that speech is an action, because it is the hadith
