The Shaykh : There is only one case in which we can say that it is prescribed for the khatib to raise his hands and make du'a', and for those listening to his khutbah to say "Ameen," due to an incidental matter. This incidental matter is either one that affects the entire ummah (the Muslim community), in which case they are aware of the Muslims' need for such a du'a', or it is one that affects the khatib himself. It is expected of him that he be more knowledgeable than the rest of the people, because he is their imam and their role model, as I mentioned earlier. In that case, this imam should make a du'a' that corresponds to the calamity that has befallen the Muslims, which religiously obligates him to make du'a'. The basis for this is the du'a' of the Messenger of Allah (peace and blessings be upon him) for rain. It is established in Sahih al-Bukhari and Sahih Muslim from the hadith of Anas ibn Malik (may Allah be pleased with him) that the Prophet (peace and blessings be upon him and his family) was delivering the khutbah on a Friday when a man entered through one of the doors of the mosque and said: "O Messenger of Allah, and the Messenger of Allah was delivering the khutbah, 'The wealth and the families have been destroyed due to the scarcity of rain, so call upon Allah for us.'" The Messenger of Allah (peace and blessings be upon him) raised his hands until his armpits were visible, meaning he raised them high, and said:
O Allah, give us rain, O Allah, give us rain. اللهم اسقنا الله اسقنا
His du'a' was not completed before the sky churned with rain like the mouths of water skins. Anas said: "It continued to rain for a sabbat (a week), meaning a full week, until the second Friday came and the Messenger of Allah was delivering the khutbah. Then that man, or another, for Anas is the one who is uncertain, that man or another, said: 'O Messenger of Allah, the wealth and the families have been destroyed due to the abundance of rain, so call upon Allah for us.'" He said:
O Allah, around us and not upon us. O Allah, upon the barren lands, the high places, the valleys, and the places where trees grow. اللهم حوالينا ولا علينا , اللهم على الآجام والآطام والضراب ومنابت الشجر
He said: So the sky was cleared, and it did not rain on Madinah like a shield, meaning like a shield, while the surrounding areas were nourished by the rain. So this is an incidental matter that occurs to the khatib, and it is permissible for him to make du'a'. As for continuing in the du'a', there is no doubt that that is a bid'ah (religious innovation), as detailed earlier.
