What should a woman do if she menstruates during the days of Tashreeq and has not performed the Tawaf of Ifadah, and she is scheduled to travel on the third day of Tashreeq?

The questioner : Shaykh, there is another question as well, also related to Hajj and also concerning women. A woman menstruated before she performed the Tawaf of Ifadah, and the departure time is on the thirteenth day. I do not know, Shaykh, what the Sharia ruling is in that case. Does she perform the Tawaf or not?

The Shaykh : No, she does not perform the Tawaf. We do not adopt the opinion of Ibn Taymiyyah and those who agree with him in this matter, after the Prophet (peace and blessings be upon him) said to Aisha in Sahih al-Bukhari:
Do what the pilgrim does, except do not perform Tawaf and do not pray.اصنعي ما يصنع الحاج غير ألا تطوفي لا تصلي
This is the first point. And secondly, when he (peace be upon him) was informed that Safiyyah had menstruated, he (peace be upon him) said:
Is she staying with us? They said: She has performed the Tawaf of Ifadah. He said: Then let her depart. أحابستنا هي قالوا إنها قد طافت طواف الإفاضة قال: فلتنفر إذا
So we take from this hadith what confirms what the first hadith, the hadith of Aisha, indicates. He (peace be upon him) forbade her from performing Tawaf around the Ka'bah while she was menstruating. Therefore, her 'Umrah was converted into Hajj, so she did not perform Tawaf around the Ka'bah. When she became pure, she only became pure at 'Arafah. And therefore, when the Prophet (peace and blessings be upon him) announced the departure to Madinah, he entered upon her and found her crying. He said to her:
What is wrong with you? ما لك ؟
She said: "Why do the people return with Hajj and 'Umrah, while I return with only Hajj and no 'Umrah?" So he (peace and blessings be upon him) ordered her brother, 'Abd al-Rahman ibn Abi Bakr al-Siddiq, to ride behind him on the camel and take her out to Tan'īm, and for her to enter the state of ihram from there as compensation for the 'Umrah she had missed. The point is that the Prophet (peace and blessings be upon him) forbade her from performing Tawaf around the Ka'bah while she was menstruating. He (peace and blessings be upon him) affirmed this prohibition and added to it that when it occurred to his mind that Safiyyah, who as you know was his wife (peace be upon him), had menstruated, it occurred to his mind that she had not performed the Tawaf of Ifadah. And therefore he said:
Are we detained? أحابستنا هي
Meaning that the Messenger (peace be upon him) had prepared himself to delay until his wife became pure and was able to perform Tawaf around the Ka'bah after she became pure. But when he (peace be upon him) was told that she had performed the Tawaf of Ifadah, he said:
Then let her depart. فلتنفر إذا
Clarifying that the Tawaf of Farewell is not a pillar like the Tawaf of Ifadah, but rather it is obligatory. Such an obligation is tolerated for women, or for a woman who menstruates. Because of these two hadiths, I say that I do not see it permissible for a menstruating woman to perform Tawaf in order to accompany the group, as they say. And I once asked during the Hajj season, in the presence ofThe Shaykh : Ibn Baz, may Allah mention him with good, because he expressed his well-known opinion, which is naturally the opinion of Ibn Taymiyyah. So I said, quoting from the hadith of the woman of Khath'am, who asked the Prophet (peace and blessings be upon him) by saying: "My father is an old man who cannot stay on the saddle. Should I perform Hajj on his behalf?" He said:
Perform Hajj on his behalf. حجي عنه

What do you think if there is a debt on your father, would you pay it off for him? أرأيت إن كان على أبيك دين أفتقضينه عنه ؟

The right of Allah. I say, quoting from the hadith, the hadith says: "The right of Allah is more deserving to be fulfilled." The right of Allah the Exalted and Majestic is more deserving to be observed. So if a woman falls ill and she has not yet performed the Tawaf of Ifadah, and her illness requires that she be transferred to the hospital, what does her group do? Do they travel with her in her illness, in her weakness and frailty, or do they wait for her? And they bring her in, especially if she has broken a bone or is lame, they must bring her to the hospital, and they must delay. If the right of Allah is more deserving to be fulfilled, then considering the group here is out of fear that they will leave, a necessity that would justify committing what Allah the Exalted and Majestic has forbidden for the menstruating woman, which is Tawaf. I do not believe this is a necessity. Otherwise, what is the meaning of the hadith
Except do not perform Tawaf and do not pray. غير أن لا تطوفي و أن لا تصلي
and his (peace be upon him) saying:
Are we detained? أحابستنا هي
