The Shaykh : The tawaf must consist of seven laps, starting from the Black Stone and ending at the Black Stone. If one lap or even one step is missing, the tawaf is not valid, based on the saying of the Prophet (peace and blessings be upon him):
He who did any act for which there is no sanction from our behalf, that is to be rejected. من عمل عملاً ليس عليه أمرنا فهو رد

Based on this, your father’s farewell tawaf, in which one lap was missing, is not valid, and he is considered to have left it out.
The farewell tawaf is obligatory, according to the stronger opinion among the scholars. The principle among scholars is that leaving out an obligatory act requires a fidyah of a female lamb, a male lamb, a female goat, or a male goat, which is slaughtered in Makkah and distributed to the poor. Therefore, inform your father that this is required of him, and there is no harm in you being appointed to carry it out on his behalf.
