The questioner : This questioner has symbolized his name with the letters E-R-Sh Shurura. He says: O honorable Shaykh, I performed the obligatory Hajj, I and my father’s wife, and during the farewell tawaf on the first day, her menstruation started, so I and my brother performed the farewell tawaf, and she did not perform the farewell tawaf. What is the ruling on that? May you be rewarded.

The Shaykh : Yes. It is not obligatory for a menstruating woman or a woman with post-natal bleeding to perform the farewell tawaf, based on the hadith of Ibn Abbas (may Allah be pleased with them both), who said:
The people were ordered to perform the Tawaf of the Ka`ba (Tawaf-al-Wada`) as the lastly thing, before leaving (Mecca), except the menstruating women who were excused. أمر الناس أن يكون ءاخر عهدهم بالبيت إلا أنه خُفِّف عن الحائض

And in the two Sahihs, from the hadith of Safiyyah bint Huyayy (may Allah be pleased with her), that the Prophet (peace and blessings be upon him) wanted to stay with her, and it was said that she was menstruating, so he said:
Is she our companion? أحابستنا هي؟

Then let her leave فلتنفر إذًا
So a menstruating woman does not have to perform the farewell tawaf, neither in Hajj nor in 'Umrah. However, if she menstruates before performing the tawaf of ifadah, then she must perform the tawaf of ifadah. Either she waits until she becomes pure and then performs it, or she leaves and remains in the state of her remaining ihram until she becomes pure, then returns and performs it. Yes.
