The Shaykh : Well, first, it must be known that the original state of a Muslim is that he is a Muslim. So if a man or a woman is brought to us to be prayed over, we supplicate for him without a condition, saying: "O Allah, forgive him and have mercy on him," and so on, until the end of the known supplication. But if you know a specific person who is negligent in prayer, and you doubt whether he prays or not, then in that case, you may make a condition and say: "O Allah, if he is a Muslim, then forgive him; if he is a Muslim." If Allah knows that he is a Muslim, then this is a supplication in its proper place. And if the Mighty and Majestic knows that he is not a Muslim, then it is also a supplication that is not guaranteed, so it does not harm you.
In summary: If a man or a woman is brought to us to be prayed over, what do we do? We do not make a condition; this is the original state. So whoever abandons prayer is a disbeliever; he is not to be married, and his marriage must be annulled. And if he dies, he is not to be washed, shrouded, prayed over, buried with the Muslims, or supplicated for with forgiveness. It is forbidden for his family who know that he prays to present him to the Muslims to pray over him. But as for the one who prays but leaves it occasionally, this is a matter of consideration, and the apparent evidence is that he is not a disbeliever, but he is an open sinner without doubt. Yes.
