Indeed, Allah confers blessing upon the Prophet, and His angels [ask Him to do so] إن الله وملائكته يصلون على النبي
[Al-Ahzab 33:56]
From which Prophet? From Muhammad (peace and blessings be upon him and his family), because the Qur'an was revealed to him, so he is the one addressed by it.

It is not that every Prophet sends blessings upon the Prophet Muhammad (peace and blessings be upon him and his family).
