The reciter: Abdan narrated to us, saying: Abdullah informed us, saying: Yunus informed us from al-Zuhri, saying: Abu Dhir informed us that he heard Abu Hurayrah from the Prophet (peace and blessings be upon him) that he said:
Whoever performs ablution, let him clean his nose, and whoever uses pebbles to clean himself after defecating, let him use an odd number. من توضأ فليستنثر ومن استجمر فليوتر

The Shaykh : The point of this is his saying:
Whoever performs wudu, let him sniff water into his nose and expel it. من توضأ فليستنثر
This is a command, and the default ruling for a command is obligation. Sniffing water into the nose and expelling it refers to expelling the water he put into his nose, not expelling the impurity from his nose, but rather the water he put into his nose. This hadith supports the generality of the saying of Allah the Exalted:
So wash your faces فاغسلوا وجوهكم
For the nose and the mouth are undoubtedly part of the face, so sniffing water in and expelling it falls under the saying of Allah the Exalted:
So wash your faces فاغسلوا وجوهكم

And his saying:
Whoever cleanses himself with pebbles, let him use an odd number. من استجمر فليوتر
means if he cleanses with four, let him make it five, and with six, let him make it seven, and with two, let him make it three?
No, because the three are necessary due to the hadith of Salman al-Farisi (may Allah be pleased with him) who said:
It was narrated that Ibn 'Umar said: "We used to buy food from troops of riders (i.e., the caravans) without knowing the amount, but the Messenger of Allah (ﷺ) forbade us to sell it until it had been delivered to us." نهانا رسول الله صلّى الله عليه وسلم أن نستنجي بأقل من ثلاثة أحجار
