The Shaykh : What should be done is that this should not be adopted as a permanent practice, meaning starting with the Noble Qur'an when opening the radio, because starting with the Great Qur'an is an act of worship.

The questioner : Yes.

The Shaykh : And worship requires a specific designation from the Shari'ah. I do not know that the Shari'ah has prescribed for the community to begin their speeches, lectures, and the like with the Noble Qur'an. However, if someone begins by reading what is appropriate for the lecture, for example, as an introduction to it, and perhaps the lecturer speaks about the meanings of the verses he read, then this is good and there is no harm in it. For example, if the lecture is about fasting.

The questioner : Yes.

The Shaykh : One of the people stands up and reads the verses of fasting before the lecture begins, or if the lecture is about Hajj, one stands up and reads the verses of Hajj. Then there is no harm in this because it is appropriate; it is like an introduction to this lecture that corresponds with these verses.
