(Explanation of the Second Category of People) But he who is below them in that has not *** cut them off with certainty based on proof, and he says: this appears, but it is not decisive *** in his mind

Machine translationRead the Arabic original
The Shaykh :"But he who is below them in that has not *** cut them off with certainty based on proof"
Those who are below these people, either in their familiarity with the speech of the Messenger, or because they do not engage with it constantly, or because most of what they read are the books of scholars rather than the evidence, or for other reasons that are in their hearts which prevent them from considering the speech a text for them, but rather it is
"He says: this appears, but it is not decisive *** in his mind" If it were decisive, it would be a text, but he says: it appears thus. "In his mind, not in the minds of others" Because there are those who say it is a text, and there are those who are below him who say: it is ambiguous. Therefore he said: "Not in the minds of others"
And because of his familiarity with the speech of the one he follows *** in his speech, from the scholar of the ages
He is certain of his intended meaning, and his speech *** is a text for him, clear in its explanation"

He says: This man who did not understand the evidence, why? Because he is occupied with the speech of whom? His follower and the one he imitates. You find that he understands the text of the one he imitates from the speech of the one he follows with a decisive understanding, as a text. But he does not understand the speech of the Messenger of Allah (peace and blessings be upon him) with this understanding. This is what Ibn al-Qayyim (may Allah have mercy on him) said, and it is a reality. Indeed, many people, especially those who are engrossed in books and concerned with following scholars without independent reasoning, you find that when the texts come to them, they stand bewildered. But in the books of those they follow, they have complete knowledge; they understand the texts in their explicit meaning, their implied meaning, their allusion, and their indication, unlike the texts of the Shari'ah. And what a student of knowledge should do is focus on understanding the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him) before anything else. He should seek help in understanding them through the books of the scholars of knowledge. That is, he should not discard the books of the scholars to one side, nor rely on them and leave the Book and the Sunnah. Rather, he should take from both, and make the Book and the Sunnah the primary authority. Yes.
