Yes, this Qur'an that is in our hands is the speech of our Lord, Mighty and Majestic; He spoke it in truth, in wording and meaning.
"The Trustworthy One heard", and he is Jibril.
"The Trustworthy One heard His speech from Him and conveyed it to the one sent with the Criterion"
This indicates that the descent of the Qur'an is from Allah to Jibril to Muhammad, and not from the Preserved Tablet as is well-known among many scholars. Rather, Allah, Mighty and Majestic, speaks with the Qur'an when He descends it, so Jibril hears it, then he descends with it to Muhammad (peace and blessings be upon him). He said:
"The Trustworthy One heard His speech and conveyed it to the one sent with the Criterion
It is the saying of the Lord of the worlds in truth *** in word and meaning, the two do not separate
