If the people of Ta'if go to Makkah or Jeddah and then decide to perform 'Umrah from there, from where should they enter the state of ihram?

Machine translationRead the Arabic original
The questioner : If the people of Ta'if go to Makkah or Jeddah, and it occurs to them to perform 'Umrah from there, from where should they enter the state of ihram?

The Shaykh : Yes, if the people of Ta'if, or someone farther than Ta'if, or someone from a place farther than Ta'if, go to Jeddah, for example, and they do not intend to perform 'Umrah, and then it occurs to them in Jeddah that they should perform 'Umrah, from where should they enter the state of ihram?
We say: They enter the state of ihram from the place where they intended to perform 'Umrah, from where it occurred to them, based on the saying of the Prophet (peace and blessings be upon him):
and whoever is living within these boundaries can assume lhram from the place he starts ومن كان دون ذلك فمن حيث أنشأ
Sahih al-Bukhari 1524
.
Suppose a man arrives in Jeddah for a business transaction, for work, or something similar, and he does not intend to perform 'Umrah, and he has passed the miqat, and then when his work is finished, it occurs to him to perform 'Umrah. Do we say: Go back to the miqat and enter the state of ihram from there, or enter the state of ihram from your current location? We say: Enter the state of ihram from your current location. Now, if he passes the miqat while hesitating, saying: "I am not currently certain about performing 'Umrah, but I intend in my heart that if it becomes easy for me, I will perform 'Umrah, otherwise I will not," and then it becomes easy for him to perform 'Umrah, from where should he enter the state of ihram? From where it became easy for him, from where it became easy for him. This also happens; you find some people coming to Jeddah for trade and saying: "I am hesitating; if it becomes easy for me and I get the time, I will perform 'Umrah, otherwise I will not." Then his work is finished and he has the opportunity, so we say: Enter the state of ihram from where—complete the sentence—from where it became easy for him, enter the state of ihram for 'Umrah from Jeddah, yes.
The student: ... .

The Shaykh : A paper was submitted. Did his paper pass by you? He says it did not pass by me, perhaps it flew away. In any case, do you allow us to hear his question? Do you allow it? Come, stand up.
