The questioner : The questioner, Umm 'Abd al-'Aziz from Riyadh, says: I performed 'Umrah for my deceased father, and at the end of the 'Umrah I forgot to shorten my hair, then I immediately performed the tawaf for my sister, meaning I took seven circuits for her. My sister resides in Riyadh, and her husband prevents her from performing 'Umrah. I do not know if he will continue to prevent her or not, on the grounds that he does not like traveling. After finishing the tawaf for my sister, I shortened my hair only once for the 'Umrah for my father. I ask you, O honorable Shaykh, about the ruling on the tawaf for my sister in this case, and the other point: do I have to shorten my hair after the seven circuits?

The Shaykh : Yes, the tawaf for your sister is valid, and the fact that you shortened your hair after this tawaf for the 'Umrah is also valid.
As for the fact that your sister's husband prevents her from performing 'Umrah, this is a matter that falls to him. He is more aware of the affairs of his wife. He may see that it is in the interest to prevent her, so he prevents her, and he has the right to do so, because the Prophet (peace and blessings be upon him) said:
It is not permissible for a woman who believes in Allah and the Last Day to mourn for more than three days, except for her husband. لا يحل لامرأة تؤمن بالله واليوم الأخر أن تصوم وزوجها شاهد إلا بإذنه

This hadith or its meaning. So the Prophet (peace and blessings be upon him) prevented a woman from fasting while her husband is present without his permission, because if she fasts, she prevents him from the fullness of what he desires from her. And if he does what he desires, it becomes a source of distress and anxiety in his heart. And if the Prophet (peace and blessings be upon him) forbade fasting, which prevents the husband from what he desires, then what about traveling? So preventing his wife from traveling is his right, and there is no blame on him for that. But the husband should consider the circumstances.

The questioner : Yes, Shaykh.

The Shaykh : So if it happens that this woman has not performed 'Umrah before, and her family wants her to perform 'Umrah, and it does not burden him to part with her, then let him permit her to perform 'Umrah so that she can fulfill the obligation of 'Umrah. And how wonderful it would be if he accompanied her as well, for this would create affection between the in-laws, and there would be much good in it, if Allah wills.
