Question:
He says: Is it permissible to perform tawaf, or 'Umrah, on behalf of one's parents? And how much hurrying is there in tawaf and sa'y?

Answer:
If the parents are deceased, or unable to perform the rites due to old age, or an illness that is not expected to end, then there is nothing wrong with performing 'Umrah on their behalf, and performing Hajj on their behalf, each one individually, because the hadiths regarding this have come from the Prophet (peace and blessings be upon him). He was asked many times by someone who said, "My father passed away and he had such-and-such upon him," or "My mother passed away and she had a Hajj upon her," and he said:
Perform Hajj on behalf of your fatherحج عن أبيك
Perform Hajj on behalf of your motherحج عن أمك
And he heard a man saying, "Labbaik on behalf of Shubrumah," and he said:
Who is Shubrumah?من شبرمة؟
He said, "He is my brother, or a relative of mine," and he said:
Have you performed Hajj for yourself?حججت عن نفسك؟
He said, "No," and he said:
perform hajj on your own behalf, then perform it on behalf of Shubrumah.حج عن نفسك ثم حج عن شبرمة

As for tawaf, no, it is not prescribed. There is no evidence for performing tawaf on behalf of a living person or a deceased person, and acts of worship are based on specific texts and are not performed except with evidence. We do not know of any evidence that indicates drawing near to Allah through tawaf alone. Rather, you perform tawaf for yourself only, just as you pray for yourself. As for Hajj and 'Umrah, there is nothing wrong with performing Hajj on behalf of another person, and performing 'Umrah on behalf of another person, if that person is deceased, or unable due to old age, or an illness that is not expected to end.
