This is the Book about which there is no doubt, a guidance for those conscious of Allah -
ذلك الكتاب لا ريب فيه هدى للمتقين [Al-Baqarah 2:2]

means there is no doubt, and interpreting doubt as uncertainty is only for approximation, and the negation of doubt here refers to doubt in its existence, meaning there is no doubt in its existence and that it is from Allah, secondly: there is no doubt in the news it contains, so every news in the Noble Qur'an, there is no doubt in it for every believer, rather it is a firm truth, and his statement:

But the more appropriate is that it is the predicate of the negation particle, and his statement:
A guidance for the righteous
هدى للمتقين
becomes a state from the Book, meaning the state of it being

and it is a guidance for the righteous from both aspects: the scientific and the practical. As for the scientific, it is the guidance of success, so it is the guidance of indication, for the source of knowledge is this Noble Qur'an, it is the one that guides you to the truth and directs you to it, and guides you to falsehood and clarifies it for you and warns you against it, as for the second, it is the guidance of action, for the righteous are those who were guided by it in action.
