The Shaykh : Start with the rawatib. This is because when a person wakes up from sleep, the time for prayer for him is at the moment he wakes up, based on the saying of the Prophet (peace and blessings be upon him and his family):
Whoever sleeps through a prayer or forgets it, let him pray it when he remembers it. من نام عن صلاة أو نسيها فليصلها إذا ذكرها
So you wake up, perform wudu' or ghusl if that is required, then you pray the rawatib, then the obligatory prayer. Yes.
