Question:
The questioner, Umm Sulayman, says: Regarding the Fajr prayer, O Shaykh, if a person wakes up a few minutes before the sun rises, does he pray the obligatory prayer first, or does he pray the voluntary prayer first?

Answer:
It is prescribed for him to pray the voluntary prayer first, even if it is at the rising of the sun. He prays two rak'ahs, then prays the obligatory prayer. This is the Sunnah. When the Prophet (peace and blessings be upon him) and his Companions slept during one of his journeys, he ordered the adhan to be called. They called the adhan, then he prayed the rawatib, then the iqamah was called, and he prayed the obligatory prayer.
The point is that the Sunnah is to pray the rawatib before the obligatory prayer, even if one has been delayed by sleep, whether in Fajr or other times. Yes.
