The Shaykh : Supplication has times and states that are closer to being answered. As for the times, one of them is the last third of the night, based on the saying of the Prophet (peace and blessings be upon him)
Our Lord, the Blessed and Exalted, descends every night to the heaven of this world when the last third of the night is still to come and says, 'Who will call on Me so that I may answer him? Who will ask Me so that I may give him? Who will ask forgiveness of Me so that I may forgive him?' ينزل ربنا إلى السماء الدنيا حين يبقى ثلث الليل الأخر فيقول من يدعوني فأستجيب له من يسألني فأعطيه من يستغفرني فأغفر له
Muwatta Malik 15:32

One of them is the time between the adhan and the iqamah, for supplication is not rejected between the adhan and the iqamah.
One of them is the hour of Jumu'ah, which is from the time the imam enters until the prayer is completed, or the last hour after 'Asr. Indeed, this hour will not coincide with a Muslim slave standing in prayer, asking Allah for something, without Him giving it to him.
As for the states in which a response is hoped for, one is the state of prostration, for the Prophet (peace and blessings be upon him) said
And as for prostration, increase in it your supplication, for it is unlikely that you will be answered. وأما السجود فأكثروا فيه من الدعاء فقمِن أن يُستجاب لكم
, and he (peace and blessings be upon him) said
The nearest a servant come to his Lord is when he is prostrating himself أقرب ما يكون العبد من ربه وهو ساجد

One of them is the state of dire necessity, for Allah (Glorified and Exalted is He) answers the one in dire necessity when he calls upon Him. It is known that the one in dire necessity calls with sincerity, need, and the belief that Allah is capable of removing this dire necessity. Therefore, He answers the one in dire necessity even if he is a disbeliever, as Allah the Exalted said
And when waves come over them like canopies, they supplicate Allah, sincere to Him in religion. But when He delivers them to the land, there are [some] of them who are moderate [in faith]. And none rejects Our signs except everyone treacherous and ungrateful. وَإِذا غَشِيَهُم مَوجٌ كَالظُّلَلِ دَعَوُا اللَّهَ مُخلِصينَ لَهُ الدّينَ فَلَمّا نَجّاهُم إِلَى البَرِّ فَمِنهُم مُقتَصِدٌ وَما يَجحَدُ بِآياتِنا إِلّا كُلُّ خَتّارٍ كَفورٍ
[Luqman 31:32]
. And one of them is when a person is wronged, for the supplication of the wronged person is not rejected, based on the saying of the Prophet (peace and blessings be upon him) to Mu'adh when he sent him to Yemen
