The Shaykh : In this is evidence that what some people do of fasting on the Day of 'Arafah, citing the saying of the Prophet (peace and blessings be upon him and his family) that it expiates the sins of the year before it and the year after it, so you find him fasting on the Day of 'Arafah. It is said to him: How can you do this when the Prophet (peace and blessings be upon him and his family) did not fast on it? He claims that the Messenger left its fasting out of kindness to the Ummah. It is said: Glory be to Allah, does the Prophet (peace and blessings be upon him and his family) leave its fasting, even though it is a recommended practice, out of kindness to the Ummah? The Ummah does not have hardship if they fast, and even if there is hardship in it, the entire Ummah knows that fasting this day is a recommended practice, not obligatory. So the correct view is that fasting on the Day of 'Arafah for pilgrims is disliked; the least that can be said is that it is disliked because it contradicts the guidance of the Prophet (peace and blessings be upon him and his family), even though a hadith was reported that the Prophet (peace and blessings be upon him and his family) forbade fasting on the Day of 'Arafah at 'Arafah, but it has weakness in it.
