The Shaykh : Yes, the correct view is that he does not come with a rak'ah. This is because this prayer is a repetition of the Maghrib prayer, not an independent prayer. For this reason, the Prophet (peace and blessings be upon him) said to the two men who missed the prayer with him in Fajr:
when you pray in your camp then you come to a Masjid with a congregation, then pray with them. That will be a voluntary prayer for you. إذا صليتما في رحالكما ثم أتيتما مسجد جماعة فصليا معهم فإنها لكما نافلة
